1. After the reunification of the country, together with the stabilization of the political and social situation, care taken of the material and economic life for the people in the whole country in general, in the South of Vietnam, in particular, great importance was placed on maintaining, strengthening and developing the cause of education. On December 21, 1977, Education Minister Nguyen Thi Binh signed Decision No. 1842/QD on the establishment of Quy Nhon Pedagogical College Branch (under Hue College of Education), with the task of training and retraining high school teachers based on the plans, curricula, regulations and policies prescribed by the State and the Ministry of Education.
During the first 6 months after the University was established, the number of University's staff and lecturers was still small, and so was the number of party members. Therefore, the Party organization was not formed. On September 20, 1978, the Nghia Binh Democratic-Political Party Committee issued a Decision to establish the Interim party cell of Quy Nhon Pedagogical College Branch. This party cell consisted of 16 members. Mr. Tran Dac Danh - Member of the Party Committee of Nghia Binh Teachers College was appointed as the Party Secretary. On October 26, 1978, Nghia Binh Party Committee issued Resolution No. 474/NQ/TU, approving the establishment of the Party Committee of Quy Nhon Pedagogical College under Nghia Binh Party Committee with the number of 45 party members and temporarily appointed the Party Executive Committee consisting 7 members with Mr. Tran Van Than being Party Committee Secretary. After nearly 2 months of establishment of Quy Nhon Pedagogical College Party Committee, on December 20, 1978, Nghia Binh Party Committee Organizion Commission issued Official Document No. 1815/TC/TU, transferring 23 Party members of the Branch of Nghia Binh Teachers College to the Quy Nhon Pedagogical College Party Committee. Thus, within 3 months (from September 20, 1978 to December 20, 1978), the time the Interim Branch was established to the time when the Party Committee was established, and then received the number of party members of the Teacher's College Branch of Nghia Binh, the Grass roots Party Committee of Quy Nhon Pedagogical College was constantly strengthened, and developed with 68 full members (no alternate members).
2. Since its inception in 2015, Quy Nhon University Party Committee has held 14 congresses. The 1st Congress (held on March 21, 1979) elected the Party Executive Committee with 9 members and appointed Mr. Tran Van Than Party Committee Secretary. The second Congress (held on September 30, 1982) elected the Party Executive Committee with 11 members and appointed Mr. Tran Van Than Party Committee Secretary. The 3rd Congress (held on September 30, 1984) elected the Party Executive Committee with 11 members and appointed Mr. Phan Dinh Die Party Committee Secretary. The 4th Congress (Round 1: held on August 29, 1986; Round 2: held on September 12, 1986) elected the Party Executive Committee with 13 members and appointed Mr. Tran Van Than Party Committee Secretary. The 5th Congress (held on December 9, 1988) elected the Party Executive Committee with 10 member and appointed Mr. Phan Dinh Die Party Committee Secretary. The 6th Congress (Round 1: held on 9/3/1991; Round 2: held on October 18, 1991) elected the Party Executive Committee with 9 members and Mr. Phan Dinh Die was appointed Party Committee Secretary. The 7th Congress (held on May 14, 1994) elected Party Executive Committee with 6 members and appointed Mr. Nguyen Minh Chau as Party Committee Secretary. The 8th Congress (held on December 31, 1995) elected the Party Executive Committee with 9 members and appointed Mr. Nguyen Minh Chau as Party Secretary. The 9th Congress (held on June 27, 1998) elected the Party Executive Committee with 15 members and appointed Mr. Nguyen Minh Chau Party Committee Secretary. The 10th Congress (held on October 15, 2000) elected the Party Executive Committee with 15 members and appointed Mr. Nguyen Van Phu as Party Committee Secretary. The 11th Congress (held on November 15, 2003) elected the Party Executive Committee with 15 members and appointed Mr. Tran Tin Kiet as Party Secretary. The 12th Congress (held on October 1, 2005) elected the Party Executive Committee with 15 members and appointed Mr. Tran Tin Kiet as Party Committee Secretary. The 13th Congress (held on October 30, 2009) elected Party Executive Committee with 18 members elected Mr. Nguyen Hong Anh as Party Secretary. The 14 Congress (held on August 5, 2015) elected Party Executive Committee with 21 members and appointed Mr. Do Ngoc My as Party Secretary.
3. When it was established, the Quy Nhon College Party Committee was under the Nghia Binh Party Committee. In 1984, it was under the Party Committee Commission on Propagande and Training, in 1988 under the Party Committee Commission on Democratic-Political Affairs. Since 1998, it has been under the Binh Dinh Party Committee.
When established on September 20, 1978, it was named the Interim Branch of Quy Nhon Pedagogical College. October 26, 1978, it was renamed the Grass-roots Party Committee of Quy Nhon Pedagogical College, on February 24, 1981, Quy Nhon Pedagogical College Party Committee and on November 2003, Quy Nhon University Party Committee. Since its founding, Quy Nhon University Party Committee has been recognized for many years as a clean and strong Party Committee and awarded a lot of certificates of merit by party organizations at all levels.
4. Presently, the Quy Nhon University Party Committee is recognized as a Party Committee affiliated to the Binh Dinh Party Committee on May 2, 2013 in Decision No. 882-QD/TU. The whole Party Committee has 492 party members from 30 party cells.
The Party Executive Committee consists of 21 members and 07 Standing Committee members: Mr. Do Ngoc My, Secretary, Mr. Dinh Thanh Duc, Deputy Secretary. The Advisory and Assiting Board of the Party Committee comprises: Inspection Commission, the Commision on Organization of Party Committee, the Commission of Propaganda and the Party Committee Office.
5. From the realities of its establishment and development, experiencing the ups and downs of the history, the Quy Nhon University Party Committee summarizes some important experiences in leadership and direction as follows:
Firstly, promoting the absolute leadership role of the Party Committee in all the University's activities; cooperating closely with the local authorities and mass organizations is a decisive factor to successfully implement the tasks of the Party Committee and the University.
Secondly, seriously and effectively implementing instructions and resolutions of senior authorities, opportunely developing an action program, issuing resolutions suitable to each specific task and disseminating them to all party members.
Thirdly, effectively implementing the regulation on democracy at grass roots level, promoting the spirit of criticism and self-criticism; demonstrating that cadres and party members set a shining example, take the lead in the implementation of their duties, playing a pivotal role in the movements and activities of the unit.
Fourthly, the work of leadership must be associated with inspection, supervision and coordination of activities. Leaders must listen to comments from subordinates and the public; having insight into the thoughts, aspirations of staff and students to provide good leadership.
Fifty, the effort made by the University itself is the most important. However, the leadership, direction and help of the Binh Dinh Party Committee, the Personnel Board of the Party Committee of Education and Training are indispensable.
The above valuable lessons are one of the sources of encouragement for the Quy Nhon University Party Committee, staff and students along with the Education Sector to carry out comprehensive renovation of the country's education, contributing to successfully implementing the industrialization and modernization of our country.
Today, the Party Committee and staff and students of Quy Nhon University need to vigorously promote the achievements gained, at the same time, fully aware of the advantages and limitations of the University to plan the directions, set out good guidelines and appropriate measures to realize potentials in the staff and students, helping contribute to attaining the goal of integrating Vietnamese education with the world education, contributing to improving the position and prestige of the Vietnamese higher education in the world. The University’s development will surely face many difficulties and challenges; however, with our self-confidence, we can affirm that Quy Nhon University will soon become a research-oriented university to meet the needs of socio-economic development and international integration as stated in the Resolution of the 10th Congress of the Party Committee of Quy Nhon University, term 2015 – 2020.
