I. Functions:
The Office of Facilities is responsible for offering advice to the Rector on the design and management of projects and construction works, the repair and development of the University’s facilities.
II. Tasks
1. Work of making development plans
a, Determining directions and plans for the University’s development of facilities.
b, Researching and proposing plans, making medium- and long-term plans, annual plans on procurement, repair and construction of facilities for training, working and scientific research.
2. Work of the procurement and repair of equipment and the construction of facilities
a, Procuring equipment, working implements, equipment and facilities for professional work, and laboratory equipment.
b, Procuring transport means.
c, repairing and performing maintenance of machines and laboratory equipment; projectors and sound equipment in the lecture halls.
d, Conducting a survey and making investment projects for equipment in the University.
e, Making plans and carrying out major repairs in the University.
e, Implementing new construction projects and repairing and upgrading construction works. Monitoring, checking and taking over, handing over and putting to good use works under current regulations.
g, Implementing project approval procedures and participating in project management and implementation.
h, Renting consulting services, which include: consulting on technology selection, consulting on setting up, analyzing, evaluating bids and other consultancy services in procurement to maintain regular activities of the University.
i, Purchasing software copyright and information technology products and services.
3. Management and liquidation of assets and other works
a, Observing regulations on management of facilities, construction investment.
b, Managing the University’s facilities, which includes: land, houses, construction works, equipment and projects.
c, Cooperating with the other units in inspecting the preservation and use of equipment, supplies and assets managed by these units.
d, Chairing and cooperating with the Planning - Finance Department in making annual report on the implementation of capital investment, finalization report for managing units when the projects are completed.
e, Assuming full responsibility for and cooperating with the Planning and Finance Department in closely managing the project's funding in the approved total cost.
f, Assuming the prime responsibility for and coordinating with the Department of Planning - Finance and the Department of Administrative Affairs dealing with paperwork related to land, compensation and ground clearance, application of construction permits and exploitation of natural resources (if any).
g, Assuming the prime responsibility for, and coordinating with the Department of Planning - Finance and the Department of Administrative Affairs conducting an inventory of assets and calculating depreciation on equipment and supplies and property liquidation.
h, Taking charge of the warehouse, issuing stationery, equipment for teaching and learning, labor protection facilities for units and individuals in the University.
i, Preserving records related to facilities.
k, Getting ready documents related to facilities.
l, Performing other tasks assigned by the Rector.
