1. General introduction
Quy Nhon University’s Office of Training and Continuing Education (OTCE), was officially established in November 2007 by the name of the Center for Training and Continuing Education, a Division of In-service Training of the Training Department. In January 2015, it was renamed the Office of Training and Continuing Education.
OTCE is a unit under Quy Nhon University. Currently, the Office has a staff of 5, consisting of 1 head, 1 deputy head and 3 staffers. Of these staffers is 1 PhD degree holder, 3 masters’ degree holders and 1 bachelor’s degree holder. The Office’s Party Committee consists of 4 party members and the Office’s Trade Union has 5 members.
2. Functions and tasks
OTCE’s function is to offer advice to and help the Rector to manage and oversee the informal training and forms of training at university and college level.
Offering advice to the Rector on identifying objectives, formulating strategies and informal training plans of the University; organizing the implementation of the Regulations on the training forms of in-service, inter-continuation and second university degree as required by the Ministry of Education and Training; drafting informal training-related legal documents.
Planning and implementing the works of the informal training including admission, teaching plans, end-of-course and graduation testing; making preparations for graduation decisions, types of diplomas of refresher courses; giving out informal qualification; offering refresher courses for school including preschool ones.
Performing other tasks as assigned by the Rector.

4. Scale, achievements and titles and rewards
As of 11/2018, the number of part-time students trained at Quy Nhon University was 4,116. The University has established training links with 14 different units in Central Vietnam and Central Highlands such as Quang Nam Continuing Education Center, Pham Van Dong University, Quang Ngai Vocational Training-Continuing Education Center, Binh Dinh College, Binh Dinh Continuing Education Center, Phu Yen Continuing Education Center, Nha Trang Central College of Education, Gialai Vocational College, Kon Tum Continuing Education Center, Kon Tum Community College, Dak Lak Continuing Education Center, Dak Lak Intermediate School, Dak Nong Continuing Education Center and Dalat Teachers’ Training College.
Great importance is placed on diversifying a huge range of fields of study for in-service students to meet the needs of local socio-economic development and learners. Of these fields of study are 17 pedagogical, 3 economic, 4 engineering, 13 sciencientific; with the second university degree mode, there are 7 fields of study; with the college-university training mode, there are 18 fields of study; with the secondary-university training mode, there are 4 fields of study. The total number of graduates in the five years from 2013 to 2018 was 14,561.
OTCE has been continuously awarded the Title of Advanced Labor Collective since 2008. In 2012, it was given the title of Excellent Labor Collective and 2 staffers received the Certificate of Merit from the Minister of Education and Training.
